The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Black/White generation metagame.
Petilil is a fabulous Grass-typed Pokemon. Petilil is not a Pokemon anyone usually expects sees on the battlefield. Petilil can be quite a contender in the LC tier (Little Cup). Petilil is weak to Bug, Fire, Flying, Ice, and Poison-typed attacks.
Petilil is an interesting Special Sweeper. It's designed to take down the opponent's team with high-damaging special attacks. White Herb will reset Petilil's negative stat changes once (specifically for when it uses Leaf Storm). Focus Sash helps protect Petilil from being one-shotted and allowing it to atleast use a crucial move when brought out. Life Orb boosts the power of Petilil's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack. With Chlorophyll, if sunny day is active Petilil's speed is doubled.
