Don't forget before Generation IV, a move's damage category was determined by its type. Focus Sash helps protect Pupitar from being one-shotted and allowing it to atleast use a crucial move when brought out. With Shed Skin, Pupitar has a 33% chance to have its status cured at the end of each turn.
