Lucario is a decent Physical Sweeper for single battles. It is meant to take down the opponent's team with brute physical power. With Adaptability, Lucario's same-type attack bonus (stab) is 2 instead of 1.5. Earthquake was added to provide additional threat coverage. With a Lucarionite equipped to it, if held by a lucario, this item allows it to mega evolve in battle.
