What is a good competitive moveset for Reshiram? These builds have been optimized for Pokemon competing in X/Y Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the X/Y generation metagame.
Reshiram is an interesting Dragon and Fire-typed Pokemon. It's a normal sight to see Reshiram out in the 6th generation battlefield. Reshiram is considered strong enough to compete with Uber tiered Pokemon. Reshiram is weak to Dragon, Ground, and Rock-typed attacks.

Special Sweeper Reshiram (Turboblaze)
Reshiram is a legendary Special Sweeper. It's purpose is to take down the opponent's team with high-damaging special attacks. Choice Specs will increase the damage of Reshiram's special moves by 1.5x but will lock you into the first move you pick. Life Orb boosts the power of Reshiram's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack. With Turboblaze, Reshiram's moves and their effects ignore the abilities of other pokemon.
♦ Dragon Pulse is a special STAB-boosted 85-base power Dragon-type move that deals a hefty amount of damage.
♦ Overheat is a special STAB-boosted 130-base power Fire-type move (lowers your Reshiram's special attack by 2 stages).
♦ Fusion Flare is a special STAB-boosted 100-base power Fire-type move (power doubles if used after fusion bolt).
♦ Earth Power is a special 90-base power Ground-type move (10% chance to lower the target's special defense by 1 stage).
♦ Hyper Voice is a special 90-base power Normal-type move (no additional effect. hits adjacent foes).
♦ Hyper Beam is a special 150-base power Normal-type move (Reshiram cannot move next turn).
