The Shell Bell item option is to help Eelektrik recover from the recoil damage it may take from Wild Charge. The Levitate ability makes Eelektrik immune to damaging Ground-type moves. With Levitate and Eelektrik having an solely Electric typing, it loses all other possible type-based weaknesses. The only weakness Electric Pokemon have is Ground, which aslong as Eelektrik keeps it's Levitate ability intact should keep it from taking any super-effective damage. Facade's damage doubles when the user has a status affliction.
