What is a good competitive moveset for Swablu? These builds have been optimized for Pokemon competing in Black/White Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Black/White generation metagame.
Swablu is a phenomenal Normal and Flying-typed Pokemon. Swablu is not a Pokemon anyone usually expects sees on the battlefield. Swablu can be quite a contender in the LC tier (Little Cup). Swablu is weak to Electric, Ice, and Rock-typed attacks.

Physical Sweeper Swablu (Cloud Nine)
Swablu is an extraordinary Physical Sweeper. It attempts to take down the opponent's team with brute physical power. Swablu is not a Pokemon anyone usually expects sees on the battlefield until Eviolite was equipped. If Eviolite is held by a Pokémon that is not fully evolved, it will raises the Defense and Special Defense of that Pokemon by 50%. Focus Sash helps protect Swablu from being one-shotted and allowing it to atleast use a crucial move when brought out. Life Orb boosts the power of Swablu's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack. With Cloud Nine, while Swablu is active the effects of weather conditions are disabled.
♦ Return is a physical STAB-boosted 0-base power Normal-type move (max 102 power at maximum happiness).
♦ Outrage is a physical 120-base power Dragon-type move (lasts 2-3 turns. confuses your Swablu afterwards).
♦ Sky Attack is a physical STAB-boosted 140-base power Flying-type move (charges, then hits turn 2. 30% flinch. high crit).
♦ Pluck is a physical STAB-boosted 60-base power Flying-type move (Swablu steals and eats the target's berry).
