What is a good competitive moveset for Skrelp? These builds have been optimized for Pokemon competing in X/Y Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the X/Y generation metagame.
Skrelp is a wonderful Poison and Water-typed Pokemon. Skrelp is not a Pokemon anyone usually expects sees on the battlefield. Skrelp can be quite a contender in the LC tier (Little Cup). Skrelp is weak to Electric, Ground, and Psychic-typed attacks.

Physical Sweeper Skrelp (Adaptability)
Skrelp is an outstanding Physical Sweeper. The purpose of this moveset is to take down the opponent's team with brute physical power. Choice Band will increase the damage of Skrelp's physical moves by 1.5x at the cost of locking you into the first move you pick. Life Orb boosts the power of Skrelp's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack. With Adaptability, Skrelp's same-type attack bonus (stab) is 2 instead of 1.5.
♦ Waterfall is a physical STAB-boosted 80-base power Water-type move (20% chance to flinch the target).
♦ Poison Tail is a physical STAB-boosted 50-base power Poison-type move (high critical hit ratio. 10% chance to poison).
♦ Outrage is a physical 120-base power Dragon-type move (lasts 2-3 turns. confuses your Skrelp afterwards).
♦ Return is a physical 0-base power Normal-type move (max 102 power at maximum happiness).
♦ Secret Power is a physical 70-base power Normal-type move (effect varies with terrain. (30% paralysis chance)).
