Special Sweeper Noctowl (Retro)

Noctowl is pretty popular Special Sweeper. It's primary goal is to take down the opponent's team with high-damaging special attacks. Remember before Generation IV, a move's damage category was determined by its type. Focus Sash helps protect Noctowl from being one-shotted and allowing it to atleast use a crucial move when brought out.

Confusion is a special 50-base power Psychic-type move (10% chance to confuse the target).
Thief is a special 40-base power Dark-type move (if your Noctowl has no item, it steals the target's).
Detect is a status move (prevents moves from affecting your Noctowl this turn).
Toxic is a status move (badly poisons the target).
