Movesets for Singles

What is a good competitive moveset for Poliwhirl? These builds have been optimized for Pokemon competing in Red/Blue Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Red/Blue generation metagame.

Poliwhirl is an extraordinary Water-typed Pokemon. Poliwhirl is not a Pokemon anyone usually expects sees on the battlefield. There were no known abilities or equippable items back in the Red/Blue Pokemon games. Poliwhirl's only type-related weaknesses are Electric and Grass.

Body Slam is a physical 85-base power Normal-type move (30% chance to paralyze the target).
Earthquake is a physical 100-base power Ground-type move that deals a notable amount of damage.
Seismic Toss is a physical 1-base power Fighting-type move (damage = Poliwhirl's level. can hit ghost types).
Counter is a physical 0-base power Fighting-type move (if hit by physical attack, returns double damage).
Toxic is a status move (badly poisons the target).

Surf is a special STAB-boosted 95-base power Water-type move that deals a good amount of damage.
Bubble Beam is a special STAB-boosted 65-base power Water-type move (33% chance to lower the target's speed by 1 stage).
Blizzard is a special 120-base power Ice-type move (10% chance to freeze the target).
