King's Rock grants all attacking moves (that do not already have a chance to flinch) a 10% chance of causing each target to flinch. With Serene Grace, Togetic's moves have their secondary effect chance doubled. With a Charcoal equipped to it, Togetic's fire-type attacks have 1.1x power.
