Pelipper is an astounding Special Sweeper. It was designed to take down the opponent's team with high-damaging special attacks. Life Orb boosts the power of Pelipper's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack. With Rain Dish, if rain dance is active Pelipper heals 1/16 of its max hp each turn.

♦ Air Cutter is a special STAB-boosted 60-base power Flying-type move (high critical hit ratio. hits adjacent foes).
♦ Air Slash is a special STAB-boosted 75-base power Flying-type move (30% chance to flinch the target).
♦ Ice Beam is a special 90-base power Ice-type move (10% chance to freeze the target).
♦ Icy Wind is a special 55-base power Ice-type move (100% chance to lower the foes speed by 1 stage).
♦ Hyper Beam is a special 150-base power Normal-type move (Pelipper cannot move next turn).

Pelipper is a phenomenal Special Sweeper. It's primary goal is to take down the opponent's team with high-damaging special attacks. Choice Scarf will increase Pelipper's speed by 1.5x but will lock you into the first move you pick. With Keen Eye, Pelipper's accuracy can't be lowered by others; ignores their evasiveness stat.
