The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Black/White generation metagame.
Lugia is an outstanding Psychic and Flying-typed Pokemon. Lugia is a normal Pokemon to see in Generation 5. Lugia is considered strong enough to compete with Uber tiered Pokemon. Lugia is weak to Dark, Electric, Ghost, Ice, and Rock-typed attacks.

Lugia is a legendary Physical Sweeper. It tries to take down the opponent's team with brute physical power. With Multiscale, if Lugia is at full hp damage taken from attacks is halved. Aqua Tail was added to provide additional threat coverage.
