The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Sun/Moon generation metagame.
Lugia is an interesting Psychic and Flying-typed Pokemon. It's pretty usual to find yourself dealing with Lugia when battling in the 7th generation meta. Lugia is considered strong enough to compete with Uber tiered Pokemon. Lugia is weak to Dark, Electric, Ghost, Ice, and Rock-typed attacks.

Physical Sweeper Lugia (Multiscale)
Lugia is a legendary Physical Sweeper. It is designed to take down the opponent's team with brute physical power. Life Orb boosts the power of Lugia's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack. With Multiscale, if Lugia is at full hp damage taken from attacks is halved. Aqua Tail was added to provide additional threat coverage.

Lugia is a legendary Double Wall. The purpose of this moveset is to have enough defenses and bulk to take both physical and special hits.
