Arbok is a decent Poison-typed Pokemon. It's pretty regular to see Arbok show up as a Gold/Silver opponent. There were no known abilities back in the Gold/Silver Pokemon games. Arbok's only type-related weaknesses are Ground and Psychic.

Arbok is an outstanding Physical Sweeper. It's designed to take down the opponent's team with brute physical power. Don't forget before Generation IV, a move's damage category was determined by its type. Focus Sash helps protect Arbok from being one-shotted and allowing it to atleast use a crucial move when brought out.
