The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Black/White generation metagame.
Arbok is a pretty decent Poison-typed Pokemon. It's pretty usual to see Arbok show up as a Black/White opponent. This Pokemon deserves to see more play in the meta. Arbok's only type-related weaknesses are Ground and Psychic.
