What is a good competitive moveset for Seadra? These builds have been optimized for Pokemon competing in Red/Blue Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Red/Blue generation metagame.
Seadra is a fabulous Water-typed Pokemon. It's a pretty common sight to see Seadra out in the 1st generation battlefield. Seadra is typically seen in the UU tier (Underused). There were no known abilities or equippable items back in the Red/Blue Pokemon games. Seadra's only type-related weaknesses are Electric and Grass.
Seadra is an outstanding Special Sweeper in single battles. It attempts to take down the opponent's team with high-damaging special attacks. Gen1 meta was a totally different monster. Remember prior to Generation IV, a move's damage category was determined by its type.
♦ Surf is a special STAB-boosted 95-base power Water-type move that deals a mighty amount of damage. ♦ Bubble Beam is a special STAB-boosted 65-base power Water-type move (33% chance to lower the target's speed by 1 stage). ♦ Blizzard is a special 120-base power Ice-type move (10% chance to freeze the target). ♦ Ice Beam is a special 95-base power Ice-type move (10% chance to freeze the target). ♦ Toxic is a status move (badly poisons the target). ♦ Substitute is a status move (Seadra takes 1/4 its max hp to put in a substitute).

Note: The damage listed here under Versus is not actually calculated using the in-game damage formula. It is simply calculated using typing weaknesses and resistances from the selected type-matchup modifier along with STAB (if applied) to help sort through and give a general idea as to how powerful certain moves might be towards that selected typing after modifiers are applied. Several moves listed here may have additional effects that might alter actual damage output which are not factored on this specific list. Use damage calculators to find actual damage amounts.
