Empoleon is an awesome Special Wall. It's purpose is to take a nice amount of hits from special attacks while dealing some decent damage. Leftovers are always a great recovery option to ensure Empoleon last longer regaining it's health every turn. Choice Specs will increase the damage of Empoleon's special moves by 1.5x but will lock you into the first move you pick. With Torrent, at 1/3 or less of its max hp Empoleon's attacking stat is 1.5x with water attacks.
