What is a good competitive moveset for Dragonair? These builds have been optimized for Pokemon competing in Black/White Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Black/White generation metagame.
Dragonair is a spectacular Dragon-typed Pokemon. Dragonair is not a Pokemon anyone usually expects sees on the battlefield. This Pokemon deserves to see more play in the meta. Dragonair's only type-related weaknesses are Dragon and Ice.

Physical Sweeper Dragonair (Marvel Scale)
Dragonair is a sensational Physical Sweeper. It's meant to take down the opponent's team with brute physical power. Focus Sash helps protect Dragonair from being one-shotted and allowing it to atleast use a crucial move when brought out. Flame Orb will burn Dragonair at the end of the turn which will activate Dragonair's Marvel Scale ability. Use Protect to help guarantee the Orb activates on your first turn. With Marvel Scale, if Dragonair is statused its defense is 1.5x. Facade's damage doubles when the user has a status affliction. Combine that with Marvel Scale to seriously give Dragonair a sweet boost.
♦ Dragon Tail is a physical STAB-boosted 60-base power Dragon-type move (forces the target to switch to a random ally).
♦ Facade is a physical 70-base power Normal-type move (power doubles if Dragonair is burn/poison/paralyzed).

♦ Aqua Tail is a physical 90-base power Water-type move that deals a great amount of damage.

Focus Sash helps protect Dragonair from being one-shotted and allowing it to atleast use a crucial move when brought out. Flame Orb will burn Dragonair at the end of the turn which will activate Dragonair's Marvel Scale ability. Use Protect to help guarantee the Orb activates on your first turn. With Marvel Scale, if Dragonair is statused its defense is 1.5x.

♦ Surf is a special 95-base power Water-type move (hits adjacent pokemon. double damage on dive).

Dragonair Special Wall (Sleeping Dragon)
Dragonair is an extraordinary Special Wall. It's designed to take a great amount of hits from special attacks while dealing some decent damage. Dragonair is not a Pokemon anyone usually expects sees on the battlefield without an Eviolite. If Eviolite is held by a Pokémon that is not fully evolved, it will raises the Defense and Special Defense of that Pokemon by 50%. With Marvel Scale, if Dragonair is statused its defense is 1.5x. This is my favorite wall to use in lower tiers. Marvel Scale activates via Rest, so the defence goes up, making a physical and special wall. Outrage lasts once and deals massive damage without the confusion. Dragon Tail could still work in this set due to Sleep Talk negating its negative priority and switching out a slower opponent before they can move.
♦ Outrage is a physical STAB-boosted 120-base power Dragon-type move (lasts 2-3 turns. confuses your Dragonair afterwards).
♦ Aqua Tail is a physical 90-base power Water-type move that deals a large amount of damage.
♦ Iron Tail is a physical 100-base power Steel-type move (30% chance to lower the target's defense by 1 stage).
♦ Sleep Talk is a status move (Dragonair must be asleep. uses another known move).
♦ Rest is a status move (Dragonair sleeps 2 turns and restores hp and status).
