What is a good competitive moveset for Raichu? These builds have been optimized for Pokemon competing in Gold/Silver Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Gold/Silver generation metagame.
Raichu is an awesome Electric-typed Pokemon. It's a normal sight to see Raichu out in the 2nd generation battlefield. There were no known abilities back in the Gold/Silver Pokemon games. Raichu's only type-related weakness is Ground.

Physical Sweeper Raichu (Retro)
Raichu is a fabulous Physical Sweeper. It is meant to take down the opponent's team with brute physical power. Remember prior to Generation IV, a move's damage category was determined by its type. Focus Sash helps protect Raichu from being one-shotted and allowing it to atleast use a crucial move when brought out.
♦ Return is a physical 0-base power Normal-type move (max 102 power at maximum happiness).
♦ Seismic Toss is a physical 0-base power Fighting-type move (does damage equal to your Raichu's level).
♦ Fly is a physical 70-base power Flying-type move (flies up on first turn, then strikes the next turn).
♦ Rollout is a physical 30-base power Rock-type move (power doubles with each hit. repeats for 5 turns).

Special Sweeper Raichu (Retro)

Focus Sash helps protect Raichu from being one-shotted and allowing it to atleast use a crucial move when brought out.
♦ Thunder Punch is a special STAB-boosted 75-base power Electric-type move (10% chance to paralyze the target).
♦ Surf is a special 95-base power Water-type move that deals a decent amount of damage.
♦ Petal Dance is a special 70-base power Grass-type move (lasts 2-3 turns. confuses your Raichu afterwards).
♦ Thief is a special 40-base power Dark-type move (if your Raichu has no item, it steals the target's).
