What is a good competitive moveset for Pikachu? These builds have been optimized for Pokemon competing in Gold/Silver Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Gold/Silver generation metagame.
Pikachu is pretty popular Electric-typed Pokemon. Pikachu is not a Pokemon anyone usually expects sees on the battlefield. There were no known abilities back in the Gold/Silver Pokemon games. Pikachu's only type-related weakness is Ground.

Physical Sweeper Pikachu (Retro)
Pikachu is a decent Physical Sweeper. It attempts to take down the opponent's team with brute physical power. Keep in mind back before Generation IV, a move's damage category was determined by its type. Focus Sash helps protect Pikachu from being one-shotted and allowing it to atleast use a crucial move when brought out. Life Orb boosts the power of Pikachu's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack.
♦ Return is a physical 0-base power Normal-type move (max 102 power at maximum happiness).
♦ Seismic Toss is a physical 0-base power Fighting-type move (does damage equal to your Pikachu's level).
♦ Fly is a physical 70-base power Flying-type move (flies up on first turn, then strikes the next turn).
♦ Rollout is a physical 30-base power Rock-type move (power doubles with each hit. repeats for 5 turns).

Special Sweeper Pikachu (Retro)
Pikachu is an outstanding Special Sweeper. It is meant to take down the opponent's team with high-damaging special attacks. In the old days prior to Generation IV, a move's damage category was determined by its type. Focus Sash helps protect Pikachu from being one-shotted and allowing it to atleast use a crucial move when brought out. Life Orb boosts the power of Pikachu's damaging moves by 1.3x but it then loses 1/10 its max HP immediately after the attack.
♦ Thunder Punch is a special STAB-boosted 75-base power Electric-type move (10% chance to paralyze the target).
♦ Surf is a special 95-base power Water-type move that deals a decent amount of damage.
♦ Petal Dance is a special 70-base power Grass-type move (lasts 2-3 turns. confuses your Pikachu afterwards).
♦ Defense Curl is a status move (raises your Pikachu's defense by 1 stage).
