The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Gold/Silver generation metagame.
Pikachu is a decent Electric-typed Pokemon. Pikachu is not a Pokemon anyone usually expects sees on the battlefield. Pikachu is typically seen in the UU tier (Underused). There were no known abilities back in the Gold/Silver Pokemon games. Pikachu's only type-related weakness is Ground.
Pikachu is a wonderful Physical Sweeper for single battles. This moveset is designed to take down the opponent's team with brute physical power. Don't forget before Generation IV, a move's damage category was determined by its type. With a Light Ball equipped to it, if held by a pikachu, its special attack is doubled.
