What is a good competitive moveset for Lapras? These builds have been optimized for Pokemon competing in Red/Blue Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Red/Blue generation metagame.
Lapras is a decent Water and Ice-typed Pokemon. It's pretty common to see Lapras show up as a Red/Blue opponent. There were no known abilities or equippable items back in the Red/Blue Pokemon games. Lapras is weak to Electric, Fighting, Grass, and Rock-typed attacks.

Lapras is popular Physical Sweeper. It's designed to take down the opponent's team with brute physical power. The original meta-game back in the RBY days was ridiculous. In the dark days before Generation IV, a move's damage category was determined by its type.
♦ Double-Edge is a physical 100-base power Normal-type move (has 1/4 recoil).
♦ Toxic is a status move (badly poisons the target).
♦ Reflect is a status move (while active, your Lapras's defense is doubled).
♦ Substitute is a status move (Lapras takes 1/4 its max hp to put in a substitute).
