What is a good competitive moveset for Lapras? These builds have been optimized for Pokemon competing in Gold/Silver Single Battles. The movesets and EVs have been specifically calibrated to deal the most amount of damage to the largest group of potentially common opponents and typing threats for the Gold/Silver generation metagame.
Lapras is a stupendous Water and Ice-typed Pokemon. It's pretty regular to find yourself dealing with Lapras when battling in the 2nd generation meta. There were no known abilities back in the Gold/Silver Pokemon games. Lapras is weak to Electric, Fighting, Grass, and Rock-typed attacks.

Physical Sweeper Lapras (Retro)
Lapras is a remarkable Physical Sweeper. It's primary goal is to take down the opponent's team with brute physical power. Before Generation IV, a move's damage category was determined by its type.
♦ Return is a physical 0-base power Normal-type move (max 102 power at maximum happiness).
♦ Rock Smash is a physical 20-base power Fighting-type move (50% chance to lower the target's defense by 1 stage).
♦ Protect is a status move (prevents moves from affecting your Lapras this turn).
♦ Toxic is a status move (badly poisons the target).

♦ Bubble Beam is a special STAB-boosted 65-base power Water-type move (10% chance to lower the target's speed by 1 stage).
♦ Ice Beam is a special STAB-boosted 95-base power Ice-type move (10% chance to freeze the target).
♦ Aurora Beam is a special STAB-boosted 65-base power Ice-type move (10% chance to lower the target's attack by 1 stage).
♦ Thunderbolt is a special 95-base power Electric-type move (10% chance to paralyze the target).
♦ Psychic is a special 90-base power Psychic-type move (10% chance to lower the target's special defense by 1 stage).
