Strictly set an a Tanky Annoyer, it's main goal is to start off with Confuse Ray followed up quickly by a Toxic. Moonlight for recovery purposes then Assurance to chip more damage off the opposing Pokemon while still being able to take hits.

Umbreon is a notable Special Wall. It's purpose is to take a great amount of hits from special attacks while dealing some decent damage. Leftovers are always a great recovery option to ensure Umbreon last longer regaining it's it's life every turn. With Synchronize, if another pokemon burns/poisons/paralyzes Umbreon it also gets that status. Umbreon can switch into many special attackers in the tier and can comfortably use one of its team-supporting moves. Wish can restore about 197 hp to a teammate and keeps Umbreon's team in a good fighting condition.
Foul Play is Umbreon's best attacking option as it can deal significant damage to physical attackers that try to exploit Umbreon's lower Defense stat.
The ability to remove status with Heal Bell is very useful, as it can give a crippled sweeper a second chance to sweep. This also works very well with Synchronize, as Umbreon can heal its status condition after inflicting it on the opponent. Yawn can shuffle the opponent's team and can render a Pokemon useless for the remainder of the match. Protect allows Umbreon to scout the opponent's next move, take better advantage of Wish and Yawn by negating the charging turn, and build up Toxic damage.

Leftovers are always a great recovery option to ensure Umbreon last longer regaining it's life every turn. With Synchronize, if another pokemon burns/poisons/paralyzes Umbreon it also gets that status. Start with a Curse to boosts Umbreon's Attack and Defense (which works really well with it's already high Special Defense). Payback is probably the best STAB move for an Umbreon to use (other than Foul Play but that's based on your opponent). Payback gets the STAB bonus and doubles in power if Umbreon uses it after it gets hit (which is probably going to happen considering Umbreon's low Speed thanks to Curse).

Umbreon's physical defenses go up quite high after the first Curse giving you a ridiculous tank. The curse also purposely slows Umbreon down enough to double up your Payback damage later. Moonlight recovers your health quite nicely to keep Umbreon alive longer. Toxic to help stall out your opponent.
