Start with a Curse to boosts Umbreon's Attack and Defense (which works really well with it's already high Special Defense). Payback is probably the best STAB move for an Umbreon to use (other than Foul Play but that's based on your opponent). Payback gets the STAB bonus and doubles in power if Umbreon uses it after it gets hit (which is probably going to happen considering Umbreon's low Speed thanks to Curse).
